Strategic & Critical Thinking: Strengthening Leadership Decision-Making Across NYC Agencies
Supervisors and managers across NYC agencies operate in high-pressure environments with competing priorities, public accountability, and limited time for reflection and planning. DCAS identified a need for a scalable training solution that would:
- Improve decision quality and judgment
- Help leaders distinguish between tactical problem-solving and strategic thinking
- Strengthen analytical skills for evaluating information and risk
- Support long-term planning without losing sight of day-to-day operations
- Be applicable across agencies with different missions and mandates

How We Helped
Insightful Analysis and Problem-Solving Skills for Real Situations
Engagement Overview
DCAS (New York City Department of Citywide Administrative Services) engaged us to deliver a full-day, instructor-led leadership development course designed for supervisors and managers across multiple NYC agencies. The program focused on strengthening strategic and critical thinking capabilities to improve decision-making, leadership effectiveness, and long-term planning in complex public-sector environments. It was found so valuable that three other agencies brought the course in-house for larger groups of their own leaders to benefit from. We delivered a 7-hour, in-person course titled: Strategic and Critical Thinking: The Catalyst for High-Performance Leadership and Personal Growth
The course was structured to balance instruction, facilitated discussion, applied exercises, and reflection. Participants engaged with real-world public-sector scenarios and applied concepts directly to their roles and agency contexts.
Key components included:
- Differentiating strategic thinking vs. critical thinking and when to apply each
- Applying critical thinking to assess information, assumptions, and options
- Developing a strategic mindset aligned with organizational goals
- Crafting a practical strategic plan
- Creating a personalized action plan for immediate application on the job
Results Achieved
Across participating agencies, the training achieved the following outcomes:
- Actionable follow-through, with each participant leaving with a personalized leadership action plan
- Improved leadership decision-making through structured analysis and clearer judgment
- Greater strategic alignment, helping supervisors connect daily actions to long-term agency objectives
- Increased confidence in navigating complexity, ambiguity, and competing demands
- Cross-agency relevance, allowing leaders from many agencies including DOE, CUNY, and SBS to apply the same frameworks within different operational environments.
